Тендерные процедуры отбора исполнителей в договорах, опосредующих отношения ГЧП в Российской Федерации (на примере долгосрочных инвестиционных соглашений)

Abstract

В настоящей статье автор предлагает рассмотреть особенности порядка организации и проведения тендерных процедур по отбору исполнителей для договоров (контрактов), опосредующих отношения государственно-частного партнерства (далее также – «ГЧП») в России1 на примере долгосрочных инвестиционных соглашений. В качестве объекта исследования выступят конкурсы на право заключения долгосрочных инвестиционных соглашений (ДИС).

In the article bellow the author provides a research on special features of organization and performance for tender procedures executer selection in Russian PPP projects. The objects for research are concession and long-term investment agreements tenders. The author analyses the tender’s selection design and states tender to be the most effective tender procedure for PPP projects.
