Abstract

Концепция электронного правительства и цифровой демократии в Великобритании рассматривается как продолжение и развитие менеджеристской системы государственного управления. Отмечается ее нацеленность на перестройку государственно-управленческой деятельности в русле трех основных тенденций: экономической к маркетизации, управленческой к дебюрократизации и политической к ориентации на права и нужды гражданина. Анализируются факторы, определяющие эффективность электронного правительства Великобритании, в том числе ориентация на преобразование «ландшафта» государственной системы электронного правительства в соответствии с изменениями потребностей граждан и бизнеса.

The concept of e-government and digital democracy in the UK is considered as a continuation and development of managerialism system of government. It’s noted that it is aimed at reforming the public administration in the context of three major trends: economic, of marketisation, managerial, of de-bureaucratization, and political, of orientation on citizen’s needs and rights. The factors determining the effectiveness of e-government in the UK, including the focus on rebuilding the landscape of the state system of e-government in accordance with changing needs of citizens and businesses, are analyzed.
