Принцип субсидиарности и его отражение в социальной доктрине католической церкви

Abstract

Субсидиарность является одним из основополагающих принципов построения демократического и социального государства. Однако теоретическая природа субсидиарности многогранна и малоизученна, что обуславливает необходимость детального ее исследования. Данная статья посвящена рассмотрению процесса зарождения и развития концепции субсидиарности в социальной доктрине Католической церкви посредством анализа энциклик, в которых изложено понимание концепции субсидиарности папами римскими от Льва XIII до Иоанна Павла II. При рассмотрении каждой отдельной энциклики автором также учитывались социально-экономические и политические условия, в которых она была издана. Установлено, что неизменными характеристиками концепции субсидиарности для всех пап римских являются постулат о взаимосвязи и взаимной ответственности личности и общества, а так же о необходимости соблюдения социального равновесия, при котором объединения низшего порядка должны иметь все возможные полномочия, которые они могут выполнять самостоятельно, используя доступные им средства, а объединения высшего порядка должны иметь вспомогательные и координационные полномочия.

Subsidiarity is one of the fundamental principles of the development of democratic and social welfare state. However, the theoretical nature of subsidiarity is multifaceted, underexplored and need to be studied in-depth. The process of formation and development of the concept of subsidiarity in the social doctrine of the Catholic Church are reviewed in the article. The research is made through the analysis of encyclicals which present an understanding of the concept of subsidiarity of popes from Leo XIII to John Paul II. When examine each of the encyclical author also considers social, economic and political conditions under which it was published. Main features of the subsidiarity that are acknowledged by all Popes are established: an idea about interaction and mutual responsibility of the individual and society and an idea about the need to respect the social equilibrium in which unions of the lower order should have all possible powers that they can perform on their own, using the available means meanwhile unions of the higher order should have power to support and to coordinate
