Представительные государственные органы России в период революции 1905-1907 гг. : историко-правовой аспект

Abstract

The author studied the order of formation of representative bodies of Russia the State Duma and the State Council in the early XX century. The relations of the rights and powers of the Supreme representative institutions are investigated. Author analyzed the main features of state-political system, formed as a result of the publication of the Manifesto by 17 October 1905. The complex of problems and contradictions associated with the evolution of Russian autocracy towards constitutional monarchy are described.

В статье подробно изучен порядок формирования представительных органов России начала XX в. Государственной Думы и Государственного Совета. Рассмотрено соотношение прав и полномочий высших представительных учреждений. Проанализированы основные черты государственно-политического строя, оформившегося в результате издания Манифеста 17 октября 1905 г. Охарактеризован комплекс проблем и противоречий, связанных с эволюцией российского самодержавия в направлении конституционной монархии.
