Факторы развития региональных социально-трудовых отношений в условиях экономической нестабильности

Abstract

Improving regional system of social and labor relations requires the identification of the main trends of development. The article reveals the structure of the regional system of social and labor relations. The analysis of the two main factors affecting the current state of social and labor relations of regions of Russia: economic instability due to the continuing crisis and economic sanctions against Russia and the need to move to an innovative type of economic growth. The dynamics of collective labor disputes and strikes, as well as their causes. The analysis of documents of social partnership at the federal and regional levels in order to identify the parties’ obligations to innovate. Approaches to reform the system of social and labor relations in modern conditions. The conclusion about the need to consider the factors of social and labor relations in the Russian regions to move to the innovative economy.

Раскрывается структура региональной системы социально-трудовых отношений. Исследованы два основных фактора, оказывающих влияние на современное состояние социально-трудовых отношений регионов России: экономическая нестабильность в связи с продолжающимся кризисом и экономическими санкциями против России и необходимость перехода на инновационный тип экономического роста. Изучена динамика коллективных трудовых споров и забастовок, а также причины их возникновения. Проведён анализ документов социального партнёрства на федеральном и региональном уровнях с целью выявления обязательств сторон по внедрению инноваций. Предложены подходы к реформированию системы социально-трудовых отношений в современных условиях. Сделан вывод о необходимости учёта факторов развития социально-трудовых отношений в регионах Российской Федерации для перехода к экономике инновационного типа.
