Внешние эффекты стихийного агломерационного процесса в условиях депопуляции населения

Abstract

Статья посвящена анализу и оценке агломерационных процессов в ареале г. Перми. Показана стихийность течения процесса формирования Пермской агломерации, а также снижение показателей социальной адаптации населения в сельской местности. Для решения проблемы в условиях истощения человеческого и трудового потенциала предлагается создание интегрированного экономического и социокультурного пространства. Подготовлены рекомендации по регулированию интеграционных процессов в целях снижения отрицательных внешних эффектов стихийной агломерации.

The article analyzes agglomeration processes on Perm' territory, shows the spontaneous character of the process and lowering of social adaptation indices in the rural area. The authors show that in the situation of exhaustion of human and labor capital it is necessary to create economic and socio-cultural space, and give recommendations for regulation of integration processes in order to low negative factors of spontaneous agglomeration.
