Abstract

Статья посвящена раскрытию актуальных научных вопросов формирования политических элит в Российской Федерации с учетом социально-экономической ситуацией в стране, интеграционных процессов в современном мире, задач развития гражданского общества. В работе анализируются и обобщаются различные научные подходы к изучению политических элит, влияющих на принятие административно-политических и управленческих решений, непосредственно направленных на реализацию задач управления государством на различных уровнях власти. Предлагаются действенные практические меры и рекомендации специалистам, занимающимся проблемами элитологии, по усовершенствованию данной работы с учетом принципов администрирования и государственного управления, таких как законность, признание человека, его прав и свобод высшей ценностью, открытость, доступность и равный доступ к государственной службе, реализация которых направлена на модернизацию региональных элит, составляющих основу формирования элит федерального уровня.

The article is devoted to the examination of the relevant issues ofpolitical elites makeover in the Russian Federation in light of the socio-economic situation in the country, current integration processes, the tasks of civil society development. The paper analyzes and summarizes various approaches to the study of political elites, influencing the administrative and political decisions, directly aimed at meet the objectives of the government of the state at different levels. The authors offer practical measures and recommendations to the specialists studying the issues of elitology, to improve of this work taking into account the principles of state management, such as the rule of law, recognition of rights and freedoms of every human being as the supreme value, openness, accessibility and equal access to the civil service. The implementation of these measures is aimed at modernization of the regional elites, that form the core of the federal level elite.
