Abstract

The author considers that three ways of representation of object of scientific and technological policy were obviously issued. One of them – resource approach. It brings to concept of potential – scientific and technical, scientific and technological potential. Resource approach allows to see actually resources and opportunities. Scientific and technological potential is and there are resource provided possibilities of system. The second approach – organizational, it brings to concept of a scientific and technological complex, as systems of the organizations. And the third approach – structurally functional. It brings to concept of the scientific and technological sphere when it is considered not only filling of functional places (scientific and technological potential and a scientific and technological complex is a filling), but also communications of functional places. The sphere is a quasibranch with system of division of functions, interactions, etc

Автор считает, что явно оформились три способа представления объекта научно-технологической политики. Один из них – ресурсный подход. Он выводит на понятие потенциала – научно-технического, научно-технологического потенциала. Ресурсный подход позволяет увидеть собственно ресурсы и возможности. Научно-технологический потенциал – это и есть ресурсно обеспеченные возможности системы. Второй подход – организационный, он выводит на понятие научно-технологического комплекса, как системы организаций. И третий подход – структурно-функциональный. Он выводит на понятие научно-технологической сферы, когда рассматривается не только наполнение функциональных мест (научно-технологический потенциал и научно-технологический комплекс – это наполнение), но и связи функциональных мест. Сфера – это квазиотрасль с системой разделения функций, взаимодействий и т. д.
