Инициативы териториального общественного самоуправления в российских экопоселениях

Abstract

В статье рассматриваются предпосылки реализации инициатив российских экопоселений в развитии территориального общественного самоуправления. Низкая активность населения в создании территориального общественного самоуправления характеризуется следующими социальными тенденциями: отчужденностью от общественной жизни, индивидуализмом, иждивенческими настроениями, потребительским отношением, правовым нигилизмом. Кроме того, территориальное общественное самоуправление имеет важное политическое значение для устойчивого развития сельских территорий, сохранения социокультурной идентичности местного населения, обеспечения общественного контроля и продовольственной безопасности страны. Поэтому в рамках государственной программы интеграция экопоселений в качестве субъекта устойчивого развития сельских территорий позволит создать условия для развития территориального общественного самоуправления. Важным инструментом государственной поддержки в этом направлении станет присвоение экопоселениям статуса населенных пунктов.

This article discusses a background of realization of Russian ecovillage initiatives in the development of territorial public self-government. Low activity of the population in the territorial self-government creation is characterized by such features as exclusion from the public life, individualism, dependency, consumer attitudes, and legal nihilism. In addition, territorial self-government takes great political importance for sustainable rural development, preservation of social and cultural identity of the local population, guarantee of public control and food security. Therefore, the state program of integration of ecovillages as a subject of the sustainable development of the rural areas will create conditions for development of territorial public self-government. An important tool of the state support in this context would be the assignment of the status of settlements to ecovillages.
