The essence, content, issues and approaches of realization effectiveness increasing of the representative function of the State Duma of the Federal Assembly of the Russian Federation are observed. In author’s opinion, among such issues are closed lists application and “the steam locomotives” technology used during deputies election of the State Duma. The restitution of one-mandatory districts and modernization of proportional system measures, with a help of which the quality of the State Duma representative function realization can be increased.

Рассматриваются сущность, содержание, проблемы и пути повышения эффективности реализации представительной функции Государственной Думы Федерального Собрания Российской Федерации. По мнению автора, к числу таких проблем относятся применение закрытых списков, а также технология «паровозов» на выборах депутатов Государственной Думы. Возвращение одномандатных округов и модернизация пропорциональной системы меры, способные повысить качество реализации представительной функции Государственной Думы.
