The article discusses the application area of the method of expert estimates when determining the influence of the external environment on the regional social and economic system. For this purpose, the author has formed corresponding algorithms. In order to use the proposed approach in practice methodological tools processing expert answers in two stages are introduced in this article. On the first stage, the presence of significant relations between the external environment and the regional socio-economic system is revealed on the basis of building the Ishikawa cause and effect diagram. On the second stage, the power of influence is determined in the conceptual framework of the fuzzy sets theory. Formation of the mathematical apparatus of data processing that is based on expert estimates will allow to develop an information advising system for the needs of regional managerial apparatus.

Рассматривается область применения метода экспертных оценок при определении влияния внешней среды на региональную социально-экономическую систему, для чего автором были сформированы соответствующие алгоритмы. В целях практического применения предложенного подхода предлагается методический инструментарий, позволяющий обрабатывать ответы экспертов в два этапа. На первом выявляется наличие значимой связи между внешней средой и региональной социально-экономической системой на основе построения причинно-следственной диаграммы Каору Исикавы. На втором этапе определяется сила влияния на основе понятийного аппарата теории нечетких множеств. Формирование математического аппарата обработки данных, основанного на экспертных оценках, позволит в дальнейшем разработать информационную советующую систему для нужд региональных аппаратов управления.
