Перспективы совершенствования избирательного законодательства

Abstract

Статья посвящена изучению отдельных перспектив совершенствования российского избирательного законодательства. Раскрываются содержание преференций, которые предоставляют себе политические партии, участвующие в распределении мандатов депутатов Государственной Думы, и иные негативные черты современного российского избирательного законодательства. Автор поддерживает включение в Конституцию РФ главы, посвященной избирательному праву, принятие Избирательного кодекса РФ и предлагает конкретные новеллы в эти акты, в частности, установить запрет на участие в работе избирательных комиссий представителей политических партий.

The article studies some prospects of improving the Russian electoral legislation. The study reveals the content of preferences that are self-provided to the political parties involved in the distribution of mandates of deputies of the State Duma, and other negative features of Russian modern electoral legislation. The author supports the introduction a chapter on electoral law to the Constitution of the RF, the adoption of the Electoral Code of the RF and proposes concrete novelties to these acts, in particular, to prohibit participation representatives of political parties in the election committees.
