Автор исследует взаимоотношения и протииворечия между Морским министерством, Министерством финансов, МИД и Военным министерством в период судостроительных программ. В работе рассматриваются изменения, происходившие в русской промышленности под влиянием кораблестроительных программ. Автор уделяет повышенное внимание наиболее важным и значимым аспектам и роли зарубежных компаний в российской судостроительной промышленности.

The relations among the Navy ministry, the Ministry of finance, the ministry of Foreign Affairs and the Military ministry are investigated as well as their impact on the shipbuilding programs. The research also deals with the changes in the Russian industry caused by the shipbuilding process. Attention is drawn to the most important and urgent aspects and to the role of foreign companies in the Russian navy industry.
