Реформы просвещенной бюрократии в России на примере работы Редакционных комиссий 1850-х гг

Abstract

Актуальность и цели. На примере подготовки и проведения реформы по отмене крепостного права в России исследуется роль просвещенных бюрократов, которые с середины 1850-х гг., по высочайшему повелению, занялись реформаторской законотворческой деятельностью, использовав методы, выработанные в период подготовки законопроектов 1840-х гг. В частности, это ярко проявилось на примере работы Редакционных комиссий, в работе которых помимо чиновников активное участие принимали члены дворянского сословия. Изучение опыта подготовки реформ с опорой на бюрократию, но с привлечением представителей образованного сословия в столице и провинции сохраняет свою актуальность в современной России. Материалы и методы. Исследование проведено на базе архивных источников, статистических данных, опубликованных и неопубликованных воспоминаний современников. Автор проводит исследование с использованием формально-логического, статистического методов. Результаты. В ходе написания статьи решена основная задача автора провести анализ феномена просвещенной бюрократии в структуре управления в Российской империи и ее роли в подготовке и проведении реформы по отмене крепостного права в России. Выводы. На основе обобщения источников о работе Редакционных комиссий в столице и в провинции на протяжении 1850-х гг. автор проанализировал опыт проведения реформ сверху в императорской России.Background. By the example of the preparation and making of reforms on cancellation of serfdom in Russia, the role of educated bureaucrats, who implemented the latter, using the methods that were worked out in the period of preparation of bills of 1840s, is investigated. It is vividly revealed in the work of educated commissions where members of the nobility took part. The study of the experience in preparation of reforms with the support of bureaucracy as well as with attraction of members of educated people in the capital and provinces is urgent in modern Russia. Matherials and methods. The investigation was conducted on the basis of archival sources, statistical facts and published/unpublished memories of contemporaries. The author makes carried out the investigation with the help of formal-logical and statistical methods. Results. The main aim of the author the analysis of the phenomenon of educated bureaucracy in the management structure of the Russian Empire ant its role in the preparation and conduction of cancellation of serfdom in Russia has been achieved. Conclusions. On the basis of generalization of sources on the work of editorial commissions in the capital and provinces in 1850s the author analyzed the experience of reforms in the Russian Empire.
