Abstract

Historical realities define not only the daily lives of citizens, but in general the structure of power. In many respects, its device is a natural consequence of an ideological and socio-economic development of society. In this context, the largest interest is the study of the theory of representation as a whole, and of the structure of the organs of representative (legislative) power in particular. The main source for comparative analysis is documents of departmental archives of regional parliaments. Clerks documents contained in departmental archives, and later transferred for storage in the State archives are a vast group of unpublished sources. This group of archival documents is not used in the scientific circulation. The second group of historical sources is the legislative acts adopted during the period considered by us. The analysis of archival sources and the legislative acts adopted in 1990 the beginning of 2000, shows that for the last decade the XX century and in the first years of the new millennium in the Republics of Khakasia and Tyva functioned three bodies of the representative power. The various legislation regulated activity of these assemblies. A attempt of election of deputies of regional parliament on the mixed system was feature of the Tuva electoral system. Later the Tuva parliamentarians refused it. The quantitative and qualitative composition of these representations also was various. Changes of structure of the tuva's parliament, its removability, staff as a whole corresponded to the all-Russian tendencies of development of the national republics, such as, the small amount of deputies, the etatization, the subsequent creation of a two-chamber parliament. In Khakasia other tendencies were observed. The number of deputies in the Khakas's parliament was higher than on the average in RussiaThe analysis of structure of bodies of the representative power of the republics considered by us, shows that for the Khakas's parliament were characteristic not large number of changes of its structure. But in the Tuva's parliament there were many innovations. These parliaments had the common features: the majority system of election of deputies, domination of creation of parliamentary groups and associations not according to party lists, but on territorial or production principle; the stable age's structure; domination in a deputies' corps of representatives of economic structures; considerable representation of women. But distinctions too were. Just, they defined uniqueness of evolutionary development of bodies of the representative power in the Siberian regions. The factors influencing this process were various. First off, it's socio-economic development conditions, presence or absence of big industry, and, in General, the economic structure of the region. Second, it the social stratification of society: features of the national and gender composition of population of the Republic, etc. And finally, this is a historical tradition that determine develop the economy, and social composition, and of course the spiritual culture of the people. Analysis of changes in the structure and composition of the regional Parliament, as an element of representation, allows to see how life has changed in the South-Siberian republics in the 1990 's and early 2000 's.

Исследуется эволюция политического представительства в республиках Хакасия и Тыва в конце XX начале XXI в. Характеризуются структура и полномочия региональных парламентов. Автор анализирует социальный состав представительств. Особое внимание уделено этническому и профессиональному представительству. Автор выделяет схожие черты в развитии парламентов в рассматриваемых республиках, отмечает такие особенности, как этатизация парламента, различная роль финансово-экономических групп. Работа основана, прежде всего, на архивных материалах, впервые вводимых в научный оборот.
