Формирование финансовой основы для обеспечения государственных гарантий оказания медицинской помощи в России

Abstract

Организации системы здравоохранении РФ в условиях ограничения финансовых возможностей нуждаются в разработке и внедрении новых методов и механизмов управления. Проведенное в статье исследование позволило сформулировать основные проблемы управления развитием медицинской организации и предложить возможный вариант их решения посредством формирования финансовой основы для обеспечения государственных гарантий оказания медицинской помощи в России. В статье рассматриваются вопросы реформирования сложившейся в России бюджетно-страховой модели финансирования здравоохранения, раскрывается содержание и направления реализации программы государственных гарантий медицинской помощи населению в условиях нового механизма финансирования государственных услуг. Разработка и внедрение новой системы финансирования в управлении медицинской организацией будет способствовать снижению затрат, повышению эффективности работы персонала, улучшению качества предоставляемых населению медицинских услуг.

Organization of the health system of the Russian Federation in the conditions of limited financial resources needed to develop and implement new methods and management mechanisms. Conducted a study in the article allowed to formulate the basic problems of development management of medical organizations and offer possible solutions through the formation of the financial basis for government guarantees of health care in Russia. The article deals with the current reform in the Russian budget-insurance model of health care financing, reveals the content and direction of the program of state guarantees of medical care in the new financing mechanism of public services. Development and implementation of a new funding system in the management of medical organization will help to reduce costs, improve staff efficiency, improve the quality of public health services.
