Abstract

Analysis of preventable mortality in the context of economic costs in health care was used to assess the results of public health. There were determined problems in organization of public health which are preventing the reduction in mortality of the population. It was shown that patient care in hospitals is still the leading resource of Russian population's mortality reduction. Health programs in Russia are stimulating primarily the reduction of mortality from causes which are controlled by the primary prevention measures.
