Многокритериальный стейкхолдер-анализ инвестиционных инновационных проектов в сфере регионального здравоохранения

Abstract

Work is devoted to the application of the methodology of stakeholder analysis with expert estimation of investment innovative projects in the field of regional health. In the framework of a research highlighted the category of internal and external stakeholders of the project and identified significant indicators for stakeholders (quantitative and qualitative) evaluated the project. Values of the indicators were transformed by means of relating them to a single dimensionless measurement scale. In evaluating of the project is proposed to use a hierarchical multi-tiered system of criteria, reflecting the relative importance of indicators for individual project stakeholders. For determining of the degree conformity of two versions draft innovation in healthcare: 1) investigated project and 2) optimally coordinated project a procedure special was designed. A quantitative assessment of the balance of interests of stakeholders in the form factor concordance was proposed. Preliminary results of the application of proposed approach in the framework of a research prototype information-analytical system of multi-criteria stakeholder analysis of investment innovation projects in healthcare attest to its effectiveness.

Работа посвящена применению методологии стейкхолдер-анализа при экспертном оценивании инвестиционных инновационных проектов в сфере регионального здравоохранения. В рамках исследования выделены категории внешних и внутренних стейкхолдеров проекта и определены значимые для стейкхолдеров показатели (количественные и качественные) оцениваемого проекта. Значения показателей преобразованы соотнесением к единой безразмерной измерительной шкале. При оценивании проекта предложено использовать иерархическую многоуровневую систему критериев, отражающую относительную значимость показателей проекта для отдельных стейкхолдеров. Разработана процедура определения степени соответствия исследуемого и оптимально согласованного вариантов инновационного проекта в здравоохранении. Предложена количественная оценка баланса интересов стейкхолдеров в виде коэффициента согласованности. Предварительные результаты применения предложенного подхода в рамках исследовательского прототипа информационно-аналитической системы многокритериального стейкхолдер-анализа инвестиционных инновационных проектов в здравоохранении свидетельствуют о его эффективности.
