The article offers theoretical understanding of the increasing role of historical and cultural heritage in the crisis era of global and Russian history. The complexity of studying the problems of conservation, preservation and protection of historical and cultural heritage is, first of all, that these problems are dealt with by at least three independent sciences: history, culture studies and local history studies. They are bordered with jurisprudence and art. In this regard, terminological discrepancy of the same concepts has not yet been overcome.
