Abstract

The author discusses the problems of the renovation of Russia airports network. The author gives proposals for correction and renovation of the concept of the development of the ground base of civil aviation. Urgent is the need to invest in the development of the airports of Russia, and not only in order to unload Moscow, but also in order to include in initial transport process other airports of Russia and first of all the airports of federal value. The concept of the development of the airports of Russia requires the update, system, logically based approach. The main and the primary task for the nearest future is the gradual recovery of the airports network of local airlines with take-off and landing strips, which have the artificial coating, capable of assuming and of sending aircrafts year-round, in any weather, and primarily in those areas where there are no other forms of transport, such as railroad and automobile. In Russia, first of all it is necessary to revive the airports of the Arctic coast and of remote areas of the North, Siberia and the Far East. The restoration of such airports relates to the state tasks, because it contributes to the solution of social problems of the population living in these territories. Therefore, these airports should be on the state subsidies. To restore the previously existing and to create new airports for local air lines is necessary, first of all, a special research work on studying the locations of these airports. It is also necessary install the length of the air routes between the most important human settlements. After that it is necessary to perform the assessment of the status of previously constructed and the long-abandoned airports, airfields agricultural aviation, as well as buildings and structures related to them. Also need to take specific decisions on their recovery and, if necessary, upgrade these airports to the level of the local air-lines.

В статье дана классификация аэропортов в зависимости от годового объёма перевозки пассажиров. Обсуждаются условия взаимодействия всех элементов аэропорта в процессе их производственной деятельности как единого многофункционального организма. Рассмотрены вопросы обновления аэропортовой сети России, предложены приоритетные направления корректировки концепции развития наземной базы гражданской авиации.
