Финансовая система региона: принципы формирования и развития

Abstract

В статье представлена авторская позиция в отношении принципов формирования и развития региональной финансовой системы. Проведен анализ исходных категорий. Принципы – это универсальные подходы, при следовании которым можно достигнуть желаемого результата. Основываясь на фундаментальные положения о сущности «финансовой системы», а также учитывая ее специфику в условиях локализации, под финансовой системой региона предложено понимать подсистему национальной финансовой системы, посредством которой происходит формирование, распределение и перераспределение денежных фондов при обслуживании регионального хозяйственного комплекса с целью повышения уровня и качества жизни населения данной территории. Принципы формирования и развития региональной финансовой системы должны способствовать обеспечению устойчивого процесса воспроизводства региональных хозяйственных комплексов; решению накопившихся проблем, связанных с дефицитностью региональных бюджетов, ростом регионов-реципиентов. В этой связи выявлены ключевые принципы формирования и развития региональной финансовой системы: конгруэнтность, обоснованность, эффективность, оптимальность, системность, динамичность. Анализ принципов региональной финансовой системы свидетельствует об их тесной взаимосвязи между собой. Несоблюдение одного из них может привести к нарушению остальных, что неминуемо найдет отражение в уровне экономического развития региона.

The author’s position with regard to the principles of the formation and development of the regional financial system based on the analysis of source categories. Principles – universal approaches, by following which you can achieve the desired result. Based on the fundamental assumptions about the nature of “financial system”, as well as taking into account its specificity in terms of localization, under the financial system of the region invited to understand: a subsystem of the national financial system, by which the formation, distribution and redistribution of funds for maintenance of regional economic complex with a view improve the level and quality of life in the area. Principles of formation and development of the regional financial system should help: sustainable reproduction process of regional economic complexes; resolve the outstanding issues related to the scarcity of regional budgets, increasing recipient regions. The key principles of the system suggested include: congruence, validity, effectiveness, optimality, consistency, dynamism. All the principles of the regional financial system have a close relationship with each other. Failure to follow one of them may lead to a breach of the others, which will inevitably be reflected in the level of economic development of the region.
