Модели и тенденции развития государственно-частного партнерства в социальной сфере

Abstract

В статье рассматриваются существующие модели и современные тенденции сотрудничества государства и бизнеса в сфере социальной защиты и поддержки населения. Доказывается, что в социальной политике европейских государств и США наблюдаются элементы конвергенции: страны ЕС в большей степени стали опираться на бизнес-структуры, а США-стали внедрять государственные социальные программы. В современной России, напротив, наблюдается постепенный переход от конституционно закрепленного положения о «социальном государстве» к субсидиарной модели социальной политики, что свидетельствует о наметившейся тенденции отдаления России от Европы в области социальной политики и сближения ее с латиноамериканскими странами.

The article discusses models and tendencies existing in stateand business partnership in relation to social protection and population support. The authors argue that the social politics the European countries and the USA exhibit elements of convergence, whereby the former started to foreground business structures, and the latter, to introduce state social programs. In the present-day Russia one may observe a transition from the constitutional principle of the “social state” to the subsidy-based model of social politics, which signals the tendency of distancing from Europa and reproaching the countries of Latin America.
