Abstract

The article depicts the questions which are connected with the process of developing and improving the institutes of the local government in Russia after Zemstvo reform in 1864 and Municipal reform in 1870. This article analyses the legislation of the 90-s of the XIX century which is traditionally determined as 'counter-reforms'. It shows the character of the legislative innovations and their influence on the organization, activity and the model of the local government as a whole. This article emphasizes the interaction of the state and the local government, the changes in the zemstvo and town representatives, the mechanism of local government institutes. It summarizes the inevitability of changing the initial local government model in the 18601870s and its transformation into a new and more difficult level of the evolution, that also requires more complete legislation regulation.

В статье рассматриваются вопросы, связанные с процессом развития и совершенствования институтов местного самоуправления России после проведения земской реформы 1864 г. и городской реформы 1870 г. Анализируется законодательство 90-х гг. XIX в., традиционно определяемое как «контрреформы», выявляется характер нормативных новелл и их влияние на формирование и деятельность органов местного самоуправления, на модель местного управления в целом. Особое внимание уделяется взаимодействию правительственных органов и местного самоуправления, изменениям в системах земского и городского представительства, механизму формирования органов самоуправления. Делается вывод о неизбежности изменения исходной модели местного самоуправления 6070-х гг. и его перехода на новый, более сложный уровень развития, требующий и более совершенного законодательного регулирования.
