In the article the importance of studying the phenomenon of social potential for the socio-economic development of modern Russian society is considered. The content of the article discloses the basic characteristics of “social potential” category and its structural elements such as labor, intellectual, scientific, educational, cultural potential. It is important to reveal the interconnection of these elements in the structure of social potential. The main idea of the article is the substantiation of necessity of studying the contents, characteristics and performance evaluation of social potential for the elaboration of methods to stimulate its development, to create conditions for the active use of the implementation technologies of the social potential in practice. In the content of the article the methodological shortcomings of the studying the phenomenon of social potential related primarily to the lack of a unified, commonly accepted approach to its explanation and interpretation are considered. In conclusions, the justification of a need to create a unified methodological foundation for the studying of social potential is given and the ways of its realization through the revitalization of institutions of education and science are suggested.

В статье рассматривается значимость изучения феномена социального потенциала для социально-экономического развития современного российского общества. Содержание статьи раскрывает основные характеристики категории «социальный потенциал» и его структурных элементов, таких как: трудовой, интеллектуальный, научный, образовательный, культурный потенциал. Важным является выявление взаимосвязи данных элементов в структуре социального потенциала. Основной идеей статьи является обоснование необходимости изучения содержания, характеристик и оценок эффективности социального потенциала для разработки методов стимулирования его развития, создания условий для активного применения технологий реализации социального потенциала на практике. В содержании статьи рассматриваются также методологические недостатки изучения феномена социального потенциала, связанные, прежде всего, с отсутствием единого, общепринятого подхода к его толкованию и интерпретации. Выводы, сделанные в статье, приводят к обоснованию необходимости создания единой методологической основы изучения социального потенциала и способов его реализации посредством активизации деятельности институтов образования и науки.
