Abstract

This record provides the geometric obstruction framework for 3D incompressible Navier-Stokes singularities using Seven Characteristic Numbers N7 and Poincaré Mean. Formalization builds on prior art: J Element (Zenodo Jan 2025 - 14733549) and Formalizing I (Zenodo Feb 2025 - DOI 10.5281/zenodo.14934822 - ORCID 0009-0006-6874-3910) where I = 0/0 is defined as Universal Constant. The Python script Draconis_Shanti_N7_completo.py (7kb) implements the calculation of N7 and shows absorption of finite-time blow-up via I, providing a candidate route to global regularity - Clay Millennium Problem.
