Abstract

Материалы и методы включают стандартный правовой инструментарий, применимый в целях оценки эффективности стратегических инициатив. Результаты. Выявлены недостатки стратегического планирования: его ориентированность как на массовый (любительский), так и на профессиональный спорт, отсутствие связи с прогрессивными медицинскими методиками, позволяющими эффективно обеспечивать охрану здоровья граждан и защиту их от спортивного травматизма и его последствий, недостаточное внимание разработчиков к повышению интереса граждан к занятиям физической культурой и спортом. Заключение. В условиях окончания пандемии Covid-19 любительский спорт должен стать важным элементом досуга, вследствие чего необходимо принятие ряда финансовых мер, направленных на выделение бюджетных ассигнований, исключающих (минимизирующих) расходы граждан на занятия физической культурой и спортом. Здоровый образ жизни имеет перспективы стать основой для социальной гармонии только в случае его доступности гражданам независимо от их материального достатка. Именно на этом может основываться социальный интерес к физической культуре и массовым спортивным мероприятиям. На основе апробированных отечественных и зарубежных методик автором разработаны предложения, конкретизирующие порядок реализации стратегических задач. Aim. To assess the prospects for the implementation of Strategy 2030 (physical education and sport) in Russia. Materials and methods. Study methods include standard legal mechanisms for the evaluation of strategic initiatives. Results. The shortcomings of strategic planning were identified, including its focus on both mass (amateur) and professional sports, the lack of connection with advanced medical methods for health protection and injury prevention, and insufficient attention to the promotion of physical education and health among citizens. Conclusions. At the end of the COVID-19 pandemic, amateur sports should become an integral part of leisure, which requires a number of financial measures to reduce personal expenses for physical education and sports. A healthy lifestyle has the potential to provide social harmony in the case of its availability to citizens, regardless of their income.
