Важнейшими детерминантами инновационного и технологического развития сегодня являются интеллектуальный потенциал, генерирующий инновации, и высокие технологии, определяющие вектор технологического развития экономики. В связи с этим в авангард выходят высокотехнологичные компании и отрасли как одни из ведущих участников инновационно-технологической системы, от которых зависит технологическая, а во многом и национальная безопасность, что подтверждает актуальность исследования. Целью настоящей работы является исследование роли и функционала субъектного состава российской инновационно-технологической системы. Исследование строилось на фундаментальных научных трудах отечественных и зарубежных ученых, методологических положениях, включающих теорию управления, теорию инновационного развития, теорию стратегического управления. Основными методами исследования выступили метод анализа, метод синтеза, метод обобщения, метод прогнозирования, метод экономического анализа, метод системного анализа, метод ситуационного анализа. Определен состав важнейших субъектов отечественной инновационно- технологической системы, проанализированы и представлены их роли и функции. Структурирован и типологизирован функционал субъектов инновационно-технологической системы. Исследованы концептуальные основы инновационного и технологического развития экономики в контексте стимулирования субъектов, ее образующих. Modern conditions for the development of local economy are determined by the agenda set by the world economic system. Today, the most important determinants of innovation and technological development are intellectual potential, which generates innovations, and high technologies, which determine the vector of technological development of economics. In this context, high-tech companies and industries come to the forefront as one of the leading participants of the innovation and technological system, with both technological, and in many respects national security depending on them, which confirms the relevance of the study. The purpose of this work is to examine the role and functionality of the subject composition of the Russian innovation and technological system. The research was based on fundamental scientific works of local and international scientists, methodological principles, including the theory of management, the theory of innovative development, the theory of strategic management. The main methods of the study were analys is method, synthesis method, generalization method, forecasting method, economic analysis method, system analys is method, situational analys is method. The composition of the most important subjects of the local innovation and technological system is determined, their roles and functions are analyzed and presented. The functionality of subjects of the innovation and technological system is structured and to pologized. The conceptual foundations of innovative and technological development of the economy in the context of generating subjects stimulation are investigated.
