The first stage of the Catherine’s district judicial system was the lower court of the District Council (Zemstvo). The paper shows the process of formation of the activity of this court in the Chelyabinsk region. The leaders of the court — police officers, as well as ordinary judicial officials — assessors were identified. The work of the court as a whole and the functioning of the judiciary separately are illustrated with specific cases.
