E-mail: malienko. denis@yandex.ru. Роль локальных технико-правовых норм возрастает в соответствии с потребностями экономики. Большую актуальность в связи с эти приобретает вопрос об оценке эффективности действия таких норм. Можно выделить ряд условий, которые оказывают влияние на достижение целей издания локальных технико-правовых норм. Для целей классификации предложено деление условий на внешние и внутренние. К первой группе относятся условия, характеризующие состояние государства и общества и не зависящие от организации. В качестве таких условий выступают состояние законодательства, политико-экономические условия и правовая культура общества. Внутренние условия, под которыми понимаются группа факторов, связанных с деятельностью организации, являются производными от внешних условий, что тем не менее не означает невозможность влияние частноправовых субъектов на их формирование. The role of local technical and legal norms increases in accordance with the needs of the economy. Most of urgency in connection with the issue of evaluation becomes the effectiveness of such rules. There are a number of conditions that affect the achievement of the purposes of the local edition of the technical and legal norms. For classification purposes, the division suggested conditions on the external and internal. The first group includes the conditions which characterize the state of the state and society and do not depend on the organization. As these conditions are the state of the law, political and economic conditions and the legal culture of society. Internal conditions, which are defined as a group of factors related to the organization's activities. It is derived from the external environment, that it does not, however, does not imply the impossibility of the impact of private entities in their formation.
