Большую актуальность в связи с эти приобретает вопрос об оценке эффективности действия таких норм. Можно выделить ряд условий, которые оказывают влияние на достижение целей издания локальных технико-правовых норм. Для целей классификации предложено деление условий на внешние и внутренние. К первой группе относятся условия, характеризующие состояние государства и общества и не зависящие от организации. В качестве таких условий выступают состояние законодательства, политико-экономические условия и правовая культура общества. Внутренние условия, под которыми понимаются группа факторов, связанных с деятельностью организации, являются производными от внешних условий, что тем не менее не означает невозможность влияние частноправовых субъектов на их формирование.
