Abstract

У статті подано аналіз роботи Центральної адміністративно- територіальної комісії при ВУЦВК щодо здійснення реформування адміністративно-територіального устрою УСРР в 20-ті рр. ХХ ст. Особливу увагу приділено ліквідації губернського поділу, районуванню та національному районуванню. В статье проанализирована работа Центральной административно- территориальной комиссии при ВУЦИК по осуществлению реформирования административно-территориального строя УССР в 20-е гг. ХХ в. Внимание уделено ликвидации губернского деления, районирования, национальному районированию. The article gives an analysis of the work of the Central administrative-territorial commission of the All-Ukrainian Central Executive Committee concerning the implementation of the reform of the administrative-territorial structure of the Ukrainian Socialist Soviet Republic in the 20-th of the XXth century. The spontaneous changes of 1919-1920; the transition to a three-tier system of governance under the following scheme - region, district, village in 1922- 1925; transformation into a two-tier system of governance, according to the scheme district, village - in 1930; the return to the principles of the division witch were laid in the days of the pre-revolutionary provincial division in 1932 were analyzed. Particular attention was paid to the elimination of the provincial division, zoning and national regionalization that are: the activities of the All-Ukrainian Central Executive Committee and local administrative commissions on the introduction of the district division of 1923, the detection of mistakes and their leveling in 1924; the formation of national districts in Katerynoslavsky, Donetsk and Odesa provinces (german) and the Autonomous Moldavian Socialist Soviet Republic within the Ukrainian Socialist Soviet Republic (1924).
