Запропоновано періодизацію становлення фінансової системи та як результат розділено на два основні періоди – становлення фінансової системи на території українських земель та становлення фінансової системи в Україні. Перший період включає в себе довгий проміжок часу (з часів Київської Русі та до моменту проголошення незалежності України) і цим самим дає нам змогу виділити основні етапи. Виокремлення етапів відбувається на основі історичних типів держави та державного управління: феодальний, змішаний та соціалістичний етапи. Другий період характеризується наявності незалежної, самостійної держави – України, факт чого задекларовано Актом проголошення незалежності та в подальшому Основним законом – Конституцією України, та починає свій відлік з 1991 року і триває до сьогодні. В основу такого розподілу покладена позиція стосовно існування на території нинішніх земель України держави як продукту суспільного розвитку, який є складним соціальним явищем. Для становлення фінансової системи держави головним аспектом є не тільки наявність території як такої з де-юре визначеною самостійністю, а й проходження глибокого періоду становлення та визнання суверенітету. За весь період історії було зроблено безліч спроб втілити ідею незалежності та територіальної цілісності в життя, проте жодна з них не була доведена до кінця. Охарактеризовано поняття фінансової системи України з економічної та правової точок зору з акцентуванням уваги на тому, що категорія «фінансова система держави» в юридичної точки зору має свої особливості та найбільш доцільно визначається як багаторівнева соціальна система, яка включає в себе врегульовану правовими нормами держави сукупність всіх наявних сфер фінансових відносин та відповідних суб’єктів таких відносин, які забезпечують збалансоване функціонування та взаємодію цих певних сфер та здійснюють управління ними. В ході дослідження висвітлено питання стосовно головних чинників, які на нашу думку мали найбільший вплив на розвиток фінансової системи на території українських земель та в подальшому на фінансові відносини в України та на їх модернізацію та трансформацію. The article offers periodization of the financial system formation that resulted in the division into two main periods – the formation of the financial system on the territory of Ukrainian lands and the financial system formation in Ukraine. The first period includes a long length of time (from the days of Kievan Rus till the declaration of Ukrainian independence) and thereby allows us to identify the main stages. Distinguishing of the stages is based on historical types of state and public administration: feudal, mixed and socialistic stages. The second period is characterized by the existence of the separate independent state – Ukraine and has begun its countdown since 1991 and continues till nowadays. The fact of independence was proclaimed by The Act of Declaration of Independence and then by the Basic Law – The Constitution of Ukraine. Such distinguishing is based on the position regarding the existence of a state, as a product of social development, which is a complex social phenomenon, on the territory of present Ukraine. The key aspect for the formation of the state financial system is not only availability of the territory itself, with de-jure defined independence, but also passing through the deep period of formation and recognition of sovereignty. A lot of attempts to embody the idea of independence and territorial integrity have been made during the entire period of history, but none of them were brought to the end. The concept of financial system of Ukraine is characterized from the economic and legal perspectives with emphasis on the fact that the category “state financial system” has its own features from the legal perspective and is the most expedient defined as a multi-level social system, regulated by the state legal norms, which includes a collection of all existing fields of financial relations and the relevant entities of such relations, that provide a balanced functioning and interaction of these certain areas and manage them. The research highlights issues of the main factors that, in our opinion, had the greatest impact on the financial system on the territory of Ukrainian lands and further financial relations in Ukraine, their modernization and transformation.
