Abstract

У статті розглянуто тенденції щодо зміни рівня довіри громадян до центрального банку як в Україні, так і в країнах Європейського Союзу в цілому. Виявлено основні причини зниження рівня довіри до цієї інституції. Обґрунтовано значення суспільної довіри в рамках функціонування центрального банку. Доведено необхідність забезпечення достатнього рівня довіри центральних банків у контексті забезпечення незалежності у ході реалізації монетарної політики та встановлення меж його легітимності. Визначено основні фактори, що мають вплив на формування довіри громадян до центрального банку. Розкрито та узагальнено наслідки впливу кожного з чинників на довіру до центральних банків. В статье рассмотрены тенденции уровня изменения доверия граждан к центральному банку как в Украине, так и в странах Европейского Союза в целом. Выявлены основные причины снижения уровня доверия к этому институту. Обосновано значение общественного доверия в рамках функционирования центрального банка. Доказана необходимость обеспечения достаточного уровня доверия центральных банков в контексте обеспечения независимости в процессе реализации монетарной политики и установления границ его легитимности. Определены основные факторы, влияющие на формирование доверия граждан к центральному банку. Раскрыто и обобщены последствия влияния каждого из факторов доверия к центральным банкам. Global financial crisis in the economic literature is associated with a crisis of confidence and loss of confidence in the market in institutions. The article considers the tendencies of citizens' trust in the central bank in Ukraine as well as in the countries of the European Union as a whole. Systemic trust in the financial sector is primarily linked to the institutional component, the central banks aimed at ensuring price and financial stability and are the guarantors of their provision. The functioning of economic institutions, including central banks in a democratic society requires that the citizens of the country trust them. The main reasons for reducing the level of trust to this institution are revealed. The importance of public trust in the activities of the central bank is determined. The necessity of ensuring a sufficient level of trust in central banks in the context of providing independence in the course of realization of monetary policy and establishing the limits of its legitimacy is proved. The main factors that influence the formation of citizens' trust in the central bank are determined. Determinants of trust in the central bank are as macroeconomic - among which the most popular are indicators of GDP growth per capita, unemployment rate, inflation as well as social factors. The synthesis of literature has made it possible to confirm that a higher level of unemployment and a drop in inflation from a planned level that corresponds to price stability reduces net trust. And the growth of GDP per capita only increases the trust of citizens in the central bank. Along with this, an important role is played by inflation expectations of citizens. Trust in the central bank reduces individual uncertainty about future inflation, which promotes public confidence in future price stability and prospects for economic development. The consequences of the influence of each factor on the trust in the central banks are revealed and summarized.
