Abstract

El presente artículo académico tiene como objetivo abordar los distintos efectos del Impuesto a la Salida de Divisas (ISD), que causa a las empresas importadoras del Ecuador y especialmente a las empresas del sector eléctrico dentro del Distrito Metropolitano de Quito. Se analizará la creación de este impuesto y su finalidad; los efectos que ocasiona a las empresas del sector eléctrico y especialmente a las del Distrito Metropolitano de Quito. Con su respectiva normativa y base legal llegaremos a determinar su aplicación en el campo eléctrico y especialmente para las empresas que hacen pagos de diferente naturaleza al exterior al importar material e insumos eléctricos, los cuales por no tener la tecnología necesaria en el país, se ve en la necesidad de importarlos. También abordaremos los efectos económicos y financieros que ocasiona el desconocimiento de la normativa de este Impuesto sobre los Estados Financieros de este tipo de empresas en el Distrito Metropolitano de Quito, que al no poderse compensar tienen que encarecer los productos para poder seguir compitiendo en el mercado. También se analizará el impacto económico de las empresas importadoras de material e insumos eléctricos a partir de la creación de este impuesto y su decrecimiento en la economía. Finalmente determinaremos la aplicación del Crédito Tributario de este impuesto a las importaciones de material e insumos eléctricos realizadas en el por estas empresas en el Distrito Metropolitano de Quito. Además se discutirá los resultados obtenidos de la investigación y se dará conclusiones sobre los efectos de este impuesto, para las empresas importadoras de material e insumos eléctricos del Distrito Metropolitano de Quito.

The purpose of this academic article is to address the different effects of the Impuesto a la Salida de Divisas (ISD), which causes importing companies in Ecuador and especially companies in the electricity sector within the Metropolitan District of Quito. The creation of this tax and its purpose will be analyzed; the effects that it causes to the companies of the electrical sector and especially to those of the Metropolitan District of Quito. With its respective regulations and legal basis we will determine its application in the electric field and especially for companies that make payments of different nature abroad by importing materials and electrical 2 supplies, which, due to not having the necessary technology in the country, can be seen in the need to import them. We will also address the economic and financial effects caused by ignorance of the regulations on this Tax on Financial Statements of this type of companies in the Metropolitan District of Quito, which can not be compensated because they have to increase their prices in order to compete in the market. It will also analyze the economic impact of the importing companies of material and electrical supplies from the creation of this tax and its decrease in the economy. Finally, we will determine the application of the Tax Credit of this tax to the imports of materials and electrical supplies made by these companies in the Metropolitan District of Quito. In addition, the results obtained from the research will be discussed and conclusions will be given on the effects of the Exit of Foreign Exchange Tax (ISD) for the importing companies of materials and electrical supplies of the Metropolitan District of Quito.
