Furthermore, today housing is also an indication of high society. For that reason, it takes the first places in the order of importance. In ancient times, people had perceived housing as a protection from natural disasters and attacks. With the change of time and the development of technology, it left its place to a huge market of construction. It should be taken into consideration that any minor undulation at the market of construction can cause big damages because it has a big share of 1 4% of work power and 6% in the national income per person with in the economy. In the construction market, which possesses a very important place, subcontractors' attitute towards works both for the government and in the favor of government and in the n favor of government is veiy important. In the work, subcontractors studies from the advertising of biding till the time of offer at Public Biding is analyzed. In this study, the works of sub-contractors in public letting contracts by competitive bidding from the announcement time to proposal time have been examined. Özellikle günümüzde barınma, lüks yaşamında bir göstergesini oluşturduğundan ihtiyaç sıralamasında daha da üst sıralarda yeralmaktadır. ilkçağ! avdaki insanların doğa şartlarından korunma olarak algıladıkları `barınma`, değişen zaman ve gelişen teknolojiyle yerini koca bir inşaat sektörüne bırakmıştır. Ülke ekonomisi içinde toplam istihdam payı %14 ve G.S.M.H içindeki payı %6 gibi büyük bir paya sahip olan İnşaat sektöründeki ufak dalgalanmaların bile ekonomiye verebileceği zararlar göz ardı edilmemelidir. Bu denli önem arz eden inşaat sektöründe gerek devlet adına gerekse devlet yararına yapılacak işlerde yüklenicilerin tutumu ayrı bir önem kazanmaktadır. Bu çalışmada Kamu İhaleleri 'nde yüklenicilerin, ihalenin ilanından teklif verme anına kadar olan aşamalar bir plan dahilinde incelenmeye çalışılmıştır.
