The political parties have gained even more meaning and value as the democracy and the human rights have spread along with not losing their own importance as the most indispensable and most valuable elements of the society since they emerged for the first time. The political parties basically realize their activities in order to get hold of the political power in the country and in the meantime they have undertaken the various functions in order to attract the greater and influencing parts of the society towards their counters. The importance and the activities of the political parties and the systems that they form comprise the guidelines of this thesis. The emerging of the political parties and their activities in the democratic systems have been handled in the first place in the research and the functions of the political parties in democratic systems have been contacted. But the political parties in Azerbaijan that form the main subject of the thesis, have been studied within this context by handling the formation of the democratic political thought and spreading of it and the emerging of the multiple party political system in Azerbaijan. The being spread of the political way of thinking in Azerbaijan and the national independence movements that formed the ground for the formation of political parties and the emerging of the political parties as a result of this have been shown for this purpose. Later on, the handling of the matters with regard to the independence movements by the political parties that have been founded in Azerbaijan and their activities in this direction have been tried to be shown in clear manner. In the proceeding parts, the single party thought that remained as a heritage item from the Soviet era and the being at lower level of the democratic way of thinking have been seen as one of the greatest problems of the multiple party political system in Azerbaijan. The importance of the relations in between the parties that is / are in power and in opposition in Azerbaijan in this direction have also been taken into consideration and the methods that are being applied in the struggle of the parties that is / are in power and in opposition have been tried to be indicated.

Siyasal partiler ortaya çıktıkları ilk andan itibaren toplumun en vazgeçilmez ve en değerli unsurlarından biri gibi kendi önemlerini hiç kaybetmemenin yanı sıra demokrasi ve insan hakları yaygınlaştıkça daha da anlam ve değer kazanmışlardır. Partiler faaliyetlerini esas olarak siyasal iktidarı ele geçirmek amacıyla gerçekleştirmektedir ve bu amaçla da toplumun daha büyük ve nüfuzlu kesimlerini kendi saflarına çekmek için çeşitli işlevleri üstlenmişler. Siyasal partilerin sahip olduğu önem ve faaliyet ve oluşturdukları sistemler bu tezin ana hatlarını oluşturmaktadır. Araştırmada önce siyasal partilerin ortaya çıkışı ve demokratik sistemlerdeki faaliyetleri ele alınmış ve demokratik bir ortamda partilerin fonksiyonları ve oluşturdukları sistemlere değinilmiştir. Ama tezin ana konusu olan Azerbaycan'daki siyasal partiler, demokratik siyasal düşüncenin oluşması ve yaygınlaşması ve Azerbaycan'da çok partili siyasal sistemin ortaya çıkması bu bağlamda ele alınarak incelenmiştir. Bu amaçla Azerbaycan'da siyasal partilerinin oluşumuna zemin hazırlayan siyasal dünya görüşün ve milli bağımsızlık hareketlerinin yaygınlaşması ve bunun sonucunda da partilerin ortaya çıkışı gösterilmiştir. Daha sonra Azerbaycan'da kurulan siyasal partilerin bağımsızlık hareketlerine olan tutumları ve bu yöndeki faaliyetleri açık gösterilmeye çalışılmıştır. İlerleyen kısımlarda Sovyet döneminden miras kalan tek parti düşüncesi ve demokratik dünya görüşünün aşağı düzeyde olması Azerbaycan'daki çok partili siyasal sisteminin en büyük sorunlarından biri olarak görülmüştür. Bu yönde Azerbaycan'da iktidar ve muhalefet partileri arasındaki ilişkilerin de önemi dikkate alınmış ve iktidar-muhalefet mücadelesinde başvurulan yöntemlerin gösterilmesine çalışılmıştır.
