Abstract

Initially there was no NEPA as a whole, the system, quite a feature of the concept. In politics it was one of the trends, and the economy is one of its elements. Introduced as anti-crisis rehabilitation program, the NEP, in fact, such was not. Stalin needed an economic base for the Soviet political system, the heterogeneous NEP economy, which confirmed the historic necessity of Stalinist economic policy
