Abstract

В статье приведен теоретический анализ определенных концепций административного процесса. Следует подчеркнуть, что административный процесс – это прежде всего урегулированные административно-процессуальные нормы, а также деятельность правомочных органов и должностных лиц по реализации норм административного права, обеспеченных мерами административной ответственности, направленная на регулирование правоотношений, которые не связаны со служебным (управленческим) подчинением.

This article provides a theoretical analysis of certain concepts of the administrative process. It should be stressed that the administrative process is primarily regulated administratively-procedural rules, as well as the activities of authorized bodies and officials on the implementation of administrative law provided by measures of administrative responsibility, aimed at regulating the legal relations that are not associated with official (managerial) subordination.
