Abstract

Рассмотрен переход первоначального публичного журнально-издательского дела в руки бизнеса, который привел сейчас к формированию двух полюсов притяжения многомиллионных прибылей, возникших за счет перетекания в них денег от налогоплательщиков: 1.элитные подписные и онлайновые (Open Access) журналы; 2.мусорные Open Access - журналы. Рассмотрены вопросы, связанные с Бернской конвенцией и пиратскими научными сайтами
