Abstract

29 марта 2017 г. премьер-министр Великобритании Тереза Мэй, сославшись на ст. 50 Договора о ЕС, подписала уведомление властей Европейского союза о начале процедуры выхода Соединенного Королевства из ЕС. В соответствии с п.3 ст. 50 указанного Договора, переговоры о выходе Соединенного Королевства из Европейского союза продлятся около двух лет и, таким образом, государство может покинуть Союз 29 марта 2019 г. На сегодняшний день достигнут «достаточный прогресс для перехода ко второму этапу», согласованы первоначальные руководящие принципы для подготовки проекта официального Соглашения о выходе. Второй этап будет посвящен разработке и ратификации Соглашения о выходе, переговорам о переходных договоренностях и достижению общего понимания рамок будущих отношений Союза и Соединенного Королевства. В статье рассмотрены возможные последствия Брекзита для законодательства Соединенного Королевства, который, по видимости, пройдет далеко не так легко и безболезненно для Соединенного Королевства.

29.03.2017 British Prime Minister Theresa May, referring to article 50 of the EU Treaty, signed a notification to the authorities of the European Union about beginning of exit procedure of the United Kingdom from the EU. According to item 3 of Art. 50 of the Treaty, negotiations on exit of the UK from the UK within the next two years and the state can leave the Union on 29.03.2009. To date, “sufficient progress towards the second phase” has been made, and initial guidelines for the preparation of a draft formal withdrawal Agreement have been agreed. The second phase will focus on the drafting and ratification of the withdrawal Agreement, the negotiation of transitional arrangements and the achievement of a common understanding of the framework for future relations between the Union and the United Kingdom. The article discusses the possible consequences of Brexit for the legislation of the UK, which, apparently, will be not so easy and painless for the UK.
