Анализ современного состояния условий закупок для государственных нужд в Евразийском экономическом союзе

Abstract

The possibilities and prospects for their implementation in the countries of the Eurasian Economic Union (EAEC) are considered from the perspective of the development of the public procurement system in the Russian Federation. The relevance of the scientific task of determining the prospects for Russia's integration into the Common Economic Space with the development of the public procurement system is shown. The results of a comparative analysis of the current state of procurement institutions for public needs in Russia, Armenia, Belarus, Kazakhstan, and Kyrgyzstan are presented. The main prerequisites for the growth of the efficiency of the public procurement system of the Russian Federation in the Russian Federation within the framework of the EAPS have been revealed. The main problems of the development of the public procurement system in the framework of the Single Economic Space under consideration are shown. Prospects for the development of the system of public procurement in the Russian Federation, provided by the use of opportunities for participation in these processes of the countries of the EAEC, are determined. It is shown that the use of such opportunities is able to ensure the formation of an economic mechanism for regulating public procurement within the Single Economic Space and the Customs Union of the EAEC.

С позиций развития системы госузакупок в Российской Федерации рассмотрены возможностей и перспективы их осуществления в странах Евразийский экономический союз (ЕАЭС). Показана актуальность научной задачи определения перспектив интеграции России в Единое экономическое пространство при развитии системы госзакупок. Представлены результаты сравнительного анализа современного состояния институтов закупок для государственных нужд в России, Армении, Белоруссии, Казахстане, и Киргизии. Выявлены основные предпосылки роста эффективности системы госзакупок Российской Федерации в Российской Федерации в рамках ЕАЭС. Показаны основные проблемы развития системы госзакупок в рамках рассматриваемого Единого экономического пространства. Определены перспективы развития системы госзакупок в Российской Федерации, предоставляемые использованием возможностей участия в этих процессах стран ЕАЭС. Показано, что использование таких возможностей способно обеспечить формирование экономического механизма регулирования госзакупок в рамках Единого экономического пространства и Таможенного союза ЕАЭС.
