Legal regulation of relations in the system of continuing education

Abstract

В данной статье авторы рассматривают вопрос правового регулирования отношений в системе непрерывного образования. Авторами исследуется история появления определения "непрерывное образование" начиная от зарождения зачатков концепции непрерывного образования в работах Платона, Конфуция, заканчивая первым официальным употреблением данного термина Эдгаром Фором в материалах Генеральной конференции ЮНЕСКО и, соответственно, современными трактовками данного понятия применительно к Российской Федерации. В статье рассмотрено несколько разных подходов к раскрытию содержания концепции непрерывного образования. Сами авторы придерживаются точки зрения, что непрерывное образование, по большей части, относится к образованию взрослого человека, в то время как некоторые исследователи считают, что под непрерывным образованием понимается образование длинною в жизнь. Кроме того, в работе рассматривается проект развития концепции непрерывного образования взрослых, его цели, задачи. Авторы выявили основные проблемы развития концепции непрерывного образования в России в современных условиях. К ним относятся прежде всего: недостаточная популяризация и престижность среди населения (как это было в Советском Союзе), получения дополнительного, второго высшего образования, ученых степеней и званий; дороговизна получение второго высшего или дополнительного образования и тем более подготовки кадров высшей квалификации; падение престижности среди молодежи получения высшего образования и др. В статье авторами предложено несколько путей решения названных проблем, в том числе на законодательном уровне.

In this article the authors consider the issue of legal regulation of relations in the continuing education system. The authors study the history of the emergence of the definition of "continuing education" beginning with the appearance of the continuing education concept in the works of Platon, Confucius and ending with the first official usage of this term by Edgar Faure in the materials of the UNESCO General Conference and, accordingly, modern interpretations of this concept in relation to the Russian Federation. The article considers several different approaches to disclosure of the concept content of continuing education. The authors adhere to the point of view that continuing education mostly refers to adult education, while some researchers believe that continuing education is a long-term education. In addition, the article considers the development of the concept of continuing education for adults, its goals and objectives. The authors have identified the main problems with development of the continuing education concept in Russia: insufficient agitation among the population, the costliness of some forms of continuing education, unpopularity and the decline of prestige among the young population of the country. In the article the authors propose several ways of solving the above problems including solving problems at the legislative level.
