TECHNIQUE OF INCREASE IN LEVEL OF SECURITY OF DANGEROUS OBJECTS OF ENERGY INDUSTRY FROM TERRORIST ATTACKS

Abstract

Объекты топливно-энергетического комплекса (прежде всего различные предприятия нефтегазовой отрасли), из-за своей высокой социальной и экономической значимости, а также по причине довольно повышенной взрыво- и пожароопасности, относятся к наиболее уязвимым для всякого рода экстремистских проявлений. Террористическое разрушение базовых объектов крупных энергетических корпораций способно привести к гибели сотни тысяч людей, а также весьма значительному экономическому ущербу и масштабным экологическим последствиям. Данное обстоятельство предопределено как значительной удаленностью многих предприятий ТЭК от городских инфраструктур, так и огромной протяженностью нефтегазотранспортных магистралей, что зачастую не позволяет в полной мере обеспечить соответствующий уровень их защиты от различных преступных посягательств. Планирование и организация антитеррористической и противодиверсионной защиты опасных производственных объектов и критически важных элементов инфраструктуры объектов ТЭК сводятся к следующим основным блокам: — анализ уязвимости защищаемых объектов; — определение спектра угроз, действующих в отношении этих объектов; — разработка алгоритма управления защищенностью и практическая реализация мероприятий по физической защите объектов. В статье показаны предпосылки и необходимость проведения работ по категорированию и паспортизации объектов топливно-энергетического комплекса, служащих для повышения их защищенности от возможных террористических атак. Детализированные уязвимые объекты энергетической инфраструктуры страны. Представлены основные блоки организации антитеррористической и противодиверсионной защиты опасных производственных объектов топливно-энергетического комплекса. Описаны главные этапы работ по категорированию и паспортизации объектов топливно-энергетического комплекса.

Objects of fuel and energy complex (first of all various enterprises of oil and gas branch), because of the high social and economic importance and also because of quite raised vzryvo-and fire danger, concern the most vulnerable for any extremist manifestations. Terrorist destruction of basic objects of large power corporations is capable to lead to death of hundreds of thousands of people and also to very significant economic damage and large-scale ecological consequences. This circumstance is predetermined as considerable remoteness of the energy industries many enterprises from city infrastructures, and the huge extent of oil and gas thoroughfares that often doesn't allow to provide fully appropriate level of their protection against various criminal encroachments. Planning and the organization of anti-terrorist and antidiversionary protection of hazardous production facilities and crucial elements of infrastructure of objects of energy industry come down to the following main units: — the analysis of vulnerability of the protected objects; — definition of a range of the threats operating for these objects; — development of a control algorithm of security and implementation of actions for physical protection of objects. In article рrerequisites and need of work on categorization 126 and certification of the objects of fuel and energy complex serving for increase of their security from possible terrorist attacks are shown. The detailed vulnerable objects of power infrastructure of the country. Main units the organization of anti-terrorist and antidiversionary protection of hazardous production facilities of fuel and energy complexare presented. The main stages of works on categorization of objects of fuel and energy complexare described.
