In this article, a brief analysis of a quarter century of the history of the formation and development of local councils is conducted. On the reforms carried out to improve local self-government. The present stage of the development of rural councils, as well as local self-government in general, is determined. Particular attention is drawn to the role of local councils in the financial and budgetary system of local self-government.

В данной статье проводится краткий анализ четверть вековой истории становления и развития местных кенешей. О проведённых реформах по совершенствованию местного самоуправления. Определяется нынешний этап развития сельских советов, равно как и местного самоуправления в целом. Особое внимание обращается на роль местных советов в финансово-бюджетной системе местного самоуправления.
