In this article problems of interpretation of concepts of «a land offense» and «land and legal responsibility» are considered. Definitions are given to concepts of «a land offense» and «land and legal responsibility», their fixing is offered. The author considers such types of legal responsibility for violation of the land legislation as disciplinary, administrative, criminal, civil and land and legal responsibility. Features of legal responsibility for violation of the land legislation are analysed. Article is supported with links to jurisprudence. The question of compliance of standards of the Land code of the Russian Federation to provisions of the Constitution of the Russian Federation concerning legitimacy of compulsory withdrawal from property of the land plot is considered. The problem of a kumulyation of responsibility for violation of standards of the land legislation is considered. It is offered to make changes to the Civil code of the Russian Federation concerning legitimacy of compulsory withdrawal from property of the land plot. It is offered to make changes to the Code of the Russian Federation about administrative offenses, the Criminal code of the Russian Federation concerning differentiation of responsibility for adjacent offenses.

В данной статье рассмотрены проблемы толкования понятий «земельного правонарушения» и «земельно-правовой ответственности». Даны определения понятиям «земельного правонарушения» и «земельно-правовой ответственности», предлагается их закрепление. Автором рассматриваются такие виды юридической ответственности за нарушение земельного законодательства, как дисциплинарная, административная, уголовная, гражданская и земельно-правовая ответственность. Проанализированы особенности юридической ответственности за нарушение земельного законодательства. Статья подкреплена ссылками на судебную практику. Рассматривается вопрос соответствия норм ЗК РФ положениям Конституции РФ по вопросу правомерности принудительного изъятия из собственности земельного участка. Рассматривается проблема кумуляции ответственности за нарушение норм земельного законодательства. Предлагается внести изменения в ГК РФ по вопросу правомерности принудительного изъятия из собственности земельного участка. Предлагается внести изменения в КоАП РФ, УК РФ по вопросу разграничения ответственности за смежные правонарушения.
