MODERN WORLD FEATURES AND TENDENCIES OF DEVELOPMENT OF SYSTEMS OF GOVERNMENT PROCUREMENT

Abstract

From the point of view of the solution of a task of the analysis of prospects of development of system of the government and municipal procurement in Russia at realization of integration processes within a common economic space modern world features and tendencies of development of systems of government procurement are investigated. The analysis of experience of carrying out state procurements in the USA, Canada, the European Union, Germany, Great Britain, Australia, Brazil, South Korea, Turkey, Austria, Belgium, the Czech Republic, Luxembourg, Spain, France, Mexico, Holland, Ireland, Denmark and other countries is made. The current trends of development of systems of government procurement in world practice caused by search of rational proportions between are defined: openness and transparency of systems of state procurements, and their safety for the state; minimization of the budgetary expenses on state procurements, and ensuring due quality of the purchased goods and services, strengthening of feedback with participants of system of state procurements, and continuous improvement of system of state procurements; ensuring efficiency of state procurements, and ensuring quality of procedures of state procurements; respect for ethical standards by suppliers at state procurements, and respect for ethical standards by customers.

С точки зрения решения задачи анализа перспектив развития системы государственных и муниципальных закупок в России при реализации интеграционных процессов в рамках единого экономического пространства исследованы современные мировые особенности и тенденции развития систем закупок для государственных нужд. Выполнен анализ опыта проведения госзакупок в США, Канады, Евросоюза, ФРГ, Великобритании, Австралии, Бразилии, Южной Кореи, Турции, Австрии, Бельгии, Чехии, Люксембурга, Испании, Франции, Мексики, Голландии, Ирландии, Дании и других странах. Определены современные тенденции развития систем закупок для государственных нужд в мировой практике, обусловленные поиском рациональных пропорций между: открытостью и прозрачностью систем госзакупок, и их безопасностью для государства; минимизацией бюджетных расходов на госзакупки, и обеспечением должного качества закупаемых товаров и услуг, усилением обратной связи с участниками системы госзакупок, и непрерывным совершенствованием системы госзакупок; обеспечением оперативности госзакупок, и обеспечением качества процедур госзакупок; соблюдением этических норм поставщиками при госзакупках, и соблюдением этических норм заказчиками.
