Abstract

In recent years, the issue of evaluation of learning outcomes in higher education has received great scientific attention in Russia. The debate is often centered on the search for cross-functional methodological tools which can be applied not only on a local level but also on a national scale. The project to measure and evaluate competence of thinking students at Kazan (Volga Region) Federal University is aimed to address a number of objectives: (1) to benchmark empirically the impact of higher education on the development of critical analysis skills; and (2) to adjust educational programs in accordance with the obtained results.
