Regionalni razvoj i fiskalna decentralizacija

Abstract

Cilj ovog poglavlja je upoznati studente s osnovnim pojmovima regionalne ekonomike, hrvatskog regionalnog razvoja i regionalne politike Europske unije te problematikom rada lokalnih vlasti i politikom decentralizacije. Ekonomske nejednakosti među regijama su prisutne u svim zemljama i Hrvatska po tom pitanju nije iznimka. U poglavlju će se obraditi osnovne teorije regionalnog razvoja, posebice onih koje se tiču međuregionalne konvergencije i divergencije u stupnju razvoja. Analizom osnovnih demografsko-ekonomskih pokazatelja na županijskoj razini jasno će se iskristalizirati jedan od glavnih problema regionalnog razvoja Hrvatske, a to je monocentričnost, tj. dominacija Grada Zagreba. U skladu s temeljnim načelima regionalne politike Europske unije, sredstva EU fondova će biti usmjerena na podizanje razine razvijenosti ne samo svih dijelova Hrvatske, nego i nacionalnog gospodarstva općenito. Tome će pridonijeti odgovarajuća politika i praksa decentralizacije te programi reformi jedinica lokalne i područne (regionalne) samouprave.
