INCLUSIVE HIGHER SCHOOL IN ALMATY: PRACTICE, PROBLEMS, AND BARRIERS

ИНКЛЮЗИВНАЯ ВЫСШАЯ ШКОЛА АЛМАТЫ: ПРАКТИКА, ПРОБЛЕМЫ И БАРЬЕРЫ

Abstract

The paper actualizes the issues of inclusive higher education, the main task of which is to create the system of education for persons with disabilities in higher educational institutions of the Republic of Kazakhstan. The authors summarize the accumulated experience in creating special conditions in the leading universities of Almaty based on the materials of empirical research, as well as identify weak points in the system of providing services to persons with special educational needs. The paper presents the analysis of the current situation and barriers to higher education by this category of persons, formulates conclusions about the content of activities, and the results of inclusive higher education.

В статье актуализируются вопросы инклюзивного высшего образования, основной задачей которого является создание системы образования лиц с ограниченными возможностями здоровья и инвалидностью в высших учебных заведениях Республики Казахстан. На материалах эмпирического исследования обобщен накопленный опыт по созданию специальных условий в ведущих вузах г. Алматы, выявлены «слабые» места в системе предоставления услуг лицам с особыми образовательными потребностями. В статье представлен анализ текущей ситуации и барьеров получения высшего образования этой категорией лиц, формулируются выводы о содержании деятельности и результатах инклюзивного высшего образования.
