Abstract

Recently, scientists have been paying more and more attention to the assessment of military management, in particular, its effectiveness. This is due to the need for scientific analysis of complex management processes from the point of view of their structure and organization. Management in conditions of armed aggression of the Russian Federation requires constant development and improvement. The assessment of management efficiency makes it possible to identify a set of such indicators that allow characterizing the main aspects of management activities, the state of management systems (own and the enemy’s) and will contribute to the most effective performance of assigned tasks. The governing body of the group plays an important role in summarizing and analyzing the data of the situation. The dynamism of the development of the situation daily requires the management bodies to constantly collect, extract, process and analyze new data, timely response to its changes that occur during the conduct of hostilities or that affect the implementation of management from the outside. The article is devoted to the elaboration of the methodological bases for evaluating the effectiveness of management in the conditions of armed aggression of the Russian Federation against Ukraine.Attention is focused on the importance and necessity of evaluating the effectiveness of management, and the main requirements for the scientific and methodological apparatus are indicated. The main criteria (indicators) for evaluating management efficiency have been defined. It is noted that the ratio of opposing forces during hostilities is determined not so much by potential as by realized combat capabilities, and the degree of realization of these capabilities is directly dependent on the effectiveness of their management. It is emphasized that the ability to focus the main efforts on the main directions (objects, areas) depends on the art of managing the available forces and means. The study, generalization and analysis of experience, the identification of factors and conditions under the influence of which the process of development of organs, means and methods of management takes place is important for the correct understanding of problems, the determination of ways of further development of the theory and practice of management, for the identification of specific laws of management, knowledge of the mechanism their manifestation in practice and use in a combat environment.
