Abstract

Resumen: Intensificados por el impacto de la globalización, los procesos de minorización lingüística continúan presentes en las situaciones de bilingüismo social asimétrico, provocando la substitución de las lenguas minorizadas y la marginación, presente o futura, de sus hablantes. Las investigaciones de corte etnográfico en el campo de la Política Lingüística de las últimas décadas, marcadas por un enfoque agentivo, han analizado cómo los nuevos hablantes de lenguas minorizadas se proponen preservar y reclamar sus lenguas a través de la introducción de estas en todas las situaciones, desde las interacciones más informales, como el uso de la lengua en el hogar, hasta las más formales. Todo ello a pesar de los factores que juegan en contra de ello en muchos casos. Tomando el concepto de “ciudadanía sociolingüística” (Sociolinguistic Citizenship) de Stroud (2018) que pone el foco en cuestiones de poder, ideología, legitimidad y marginación, este trabajo examina la relación que se establece entre las políticas lingüísticas gubernamentales y su recepción por los diversos agentes sociales. El análisis de su recepción, esto es, su negación, negociación, apropiación o implementación, informa de las ideologías en torno al uso/no uso de la lengua gallega en Galicia, una lengua oficial minorizada hablada en una comunidad bilingüe en el noroeste de España. A través del uso de varias técnicas de producción de material empírico como las observaciones de campo, entrevistas dirigidas y grupos de discusión, y un análisis cualitativo de este material, esta investigación muestra de qué forma estos actores actúan como agentes políticos a través del uso de la lengua gallega y cómo este uso estratégico cuestiona las políticas lingüísticas estatales y, por ende, el statu quo de las lenguas en Galicia. Este cuestionamiento, cuando se traduce en un cuestionamiento colectivo, puede conducir a políticas lingüísticas de resistencia bottom-up a favor de la revitalización de las lenguas minorizadas. Abstract: In the contemporary era of globalization, there is persistent pressure on minority languages from the dominant languages, partly because many minority language speakers find shifting to a dominant one a profitable choice. Language policy scholarship through the past decades, whether top-down or bottom-up, also registers that many minority speakers intend to preserve or reclaim their languages as active agents through everyday interactions and the transmission of the language within the home or in the community despite these external pressures. Based on Stroud’s (2018) analytical framework of ‘sociolinguistic citizenship’ that investigates questions of power, ideology, legitimacy and marginalisation, this paper examines the multifarious layers between governmental language policies and how they are interpreted, implemented or negotiated by a wide range of social actors (e.g., parents, students, teachers, activists), revealing ideological spaces for the use or non-use of Galician, an official minority language spoken in a bilingual community of northwestern Spain. Using various qualitative research tools, including field observations, interviews and focus groups, we demonstrate how these actors become policy intermediaries on the ground and argue that their under-the-radar participation in the policy discourse may appear extremely intermittent and ad hoc, but their microcosmic interrogation of the dominant Castilian discourse through individual actions, when translates into collective mobilisations can lead to bottom-up language policies.
